There's no way they could suspend a trainer's license for something you have no control over. Cacturne are predatory Pokemon by nature, there's nothing mankind is capable of doing about that. Granted, this is the most active Cacturne I've seen, considering they're nocturnal predators, but that doesn't change how they're actually very, very grim.
